U.S. Department of State added Abdiqadir Mumin, Somali ISIS leader to global terrorist list.
Abdiqadir Mumin was designated as Specially Designated Global Terrorist (SDGT) under Executive Order (E.O.) 13224.
U.S. executive order has power to impose sanctions on foreign persons and also groups determined to have committed or pose huge risks of committing notably acts of terrorism that threatening U.S. security, its nationals, foreign policy or its economy.
U.S. has interests in East African countries and as such U.S. has blocked any interests Mumin might have and U.S. persons prohibited from doing any transcations with him.
Abdiqadir Mumin who was a commander of the Al Qaeda affiliated Al-Shabaab decamped and now is the head of a group of ISIS faction in East Africa.
In October last year (2015), Mumin a former, commander, recruiter and spokesman pledged allegiance to ISIS along with 20 of his followers.
Mumin and his small faction believed to have set up a base in Puntland, Somalia.
Mumin’s cell according to intelligence report has expanded as a result of kidnapping under age boys aged 10 to 15.
