Leveraging on their assumed supremacy, unidentified foreign intelligence services through media houses claim they had provided early warnings to Kenya’s Intelligence Service, a very contemptuous attempt to draw out a picture of intelligence failure and a weak production system at the intelligence service. Intelligence reports on possible terrorist activities in the Republic of Kenya or its neighbors are classified and on need basis, are shared with friendly agencies as a measure to counter violent extremists from achieving their objectives.
Dusit D2 event and indeed majority of terrorist attacks have been conducted by grassroots jihadists. It is important for other agencies to understand that Kenya views terror attacks as violent affronts that bear close semblance with natural disasters, and that, the humans who orchestrate terrorist attacks have the ability to choose the time and place, and oftentimes to exploit political or societal fault lines that can accelerate trends. These aspects have been seen in both Europe and America. The Kenya intelligence service was behind the ‘coordination operations’ of the Dusit D2 counter terrorism operation, providing the multi-agency elite forces with actionable and real-time intelligence. The entire operation was intelligence led.
The Kenya intelligence service is robust in threat forecasting, which reveals emerging threat trajectories and unfolding risks that may impact the Republics National Security. Kenya is one of the leading countries in the world with unmatched home-grown counter-terrorism capabilities and seamless solutions to counter insurgency.
While the country embraces intelligence sharing, the service is bold and resourceful and is in possession of both experts who provide unmatched security insights and innovative technology which is exploited to combat terrorism in the East Africa region. The Dusit D2 Terrorist attack was a demonstrative and as usual, the terrorists followed a discernible cycle of planning.
No intelligence organization can claim an upper hand in combating terrorism. Counter-Terrorism is a concerted effort. In Kenya, robust solutions and a resilient leadership continues to weaken and achieve strategic gains against the vice and its perpetrators.
