NCIC (National Cohesion and Integration Commission) is formulating a draft policy for granting amnesty to youths considering quitting Al-Shabaab. The policy is being guided by a government approved de-radicalization strategy that will involve consultation with the Kenyan security establishment. Roba Sharamo, NCIC chairman hopes that the new policy will successfully integrate the deradicalized youths into the society. Sharamo stated that those youths should not be victimized since they joined Al-Shabaab for financial benefits.
