SI Warns of high risk of indiscriminate terrorists attacks in Somalia and Kenya. The Al-Qaeda branch in Somalia, Harakat Al-Shabaab Mujahideen Movement (HSM) is still intent on carrying out large scale attacks targeting crowded area such a streets, marketplaces, hotels, high profile events, and places frequented by foreigners, diplomats, politicians, and tourists.
- SI Has classified the Republic of Kenya as country in an intermediate range of socioeconomic rights. Such countries experience a greater risk of terrorism than countries either with a very high degree of socioeconomic and political rights.
- Kenya is also uniquely vulnerable to such forms of terrorism particularly because it shares a border with Somalia and for contributing peacekeeping forces to the war torn country.
- Kenya also is a key partner to Western counter terrorism operations and related CVE programs.
