Al-Shabaab, an Al-Qaeda-affiliated terror group operating in East Africa and home-based in Somalia, has demonstrated its intentions to boost recruitment efforts by expressing support for recent attacks conducted by Hamas. The group wasted no time in congratulating Hamas for its deadly assault on Israel that occurred on October 7.
In response, Al-Shabaab organized pro-Hamas protests on October 15 in its strongholds of Jilib and Kunya Barrow, drawing hundreds of supporters either (willingly or forcibly). During these demonstrations, the participants were seen burning the flag of Israel, and clan officials associated with Al-Shabaab delivered speeches beneath a banner proclaiming solidarity within the global Islamic community, stating, “We are One Ummah.”
Analysts at Strategic Intelligence believe that Al-Shabaab terrorist group is strategically utilizing its on-the-ground assets, radio broadcasts, and social media platforms to establish a connection with Gaza. Thus, Al-Shabaab’s rallies in Somalia are a calculated, deliberate effort to link the Israeli-Palestinian conflict to the broader concept of the “global jihad.” This strategic move aims to mobilize both local and global support by tapping into the emotions of anger and resentment prevalent in the ongoing conflict and Al-Shabaab end-game is to exploit the opportunity to gain followers through recruitment.
Despite the Somali government declaring a “total war” against Al-Shabaab in August 2022 and launching multiple military offensives to reclaim control in central and southern Somalia, the group continues to exploit social media platforms mainly; Telegram and TikTok to disseminate propaganda. Referencing Prime Minister Hamza Abdi Barre; he emphasized in a September 16 interview with Al Jazeera that Al-Shabaab operatives are using advanced social media platforms to spread their dangerous ideology. He expressed concern for the peaceful and unarmed youth who are being subjected to what he referred to as a “high tide of ideological warfare.”
This is not the first instance of Al-Shabaab inserting itself into the Israel-Palestine conflict. Back in 2019, the terrorist group claimed responsibility for a deadly attack on a hotel and office complex in Nairobi, Kenya, citing it as a response to international recognition of Jerusalem as the capital of Israel. The group’s involvement in the conflict extends to social media, where influencers play a central role in disseminating pro-Hamas content.
Notably, Al-Shabaab’s media networks swiftly shifting to sharing pro-Hamas content, presenting Hamas as their “brothers” is a well-planned strategy from which Al-Shabaab could benefit in recruiting new members. Al-Shabaab continued rhetoric with Palestinian issues, Al-Shabaab has the potential to pivot towards a more internationally based audience while increasing sympathy among Somali populations. It’s now imperative that the Al-Qaeda affiliated Al-Shabaab’s success lies in its relevance, using available media to their advantage, proving that decreased numbers and territory do not diminish their capabilities or media coverage.

In light of the recent Al-Shabaab-organized pro-Hamas protest in Somalia, counterterrorism operators in East Africa must be exceptionally vigilant and proactive to discredit this seemingly well-calculated move by the extremist group. The strategic alignment with Hamas indicates a deliberate effort to exploit the emotional and ideological currents associated with the Israeli-Palestinian conflict. To counteract this, operators need to employ a multifaceted approach, combining intelligence gathering, community engagement, and strategic communication.
Understanding Al-Shabaab’s tactics and motives is crucial, as it allows for targeted efforts to expose the group’s ulterior motives behind seemingly sympathetic gestures toward Hamas. Counterterrorism units should leverage their intelligence networks to monitor social media platforms, where Al-Shabaab is known to disseminate propaganda. Additionally, fostering strong community ties and promoting awareness can help inoculate vulnerable populations against extremist ideologies. Moreover, strategic communication campaigns should highlight the opportunistic nature of Al-Shabaab’s alignment with Hamas, emphasizing the group’s history of exploiting global conflicts for its recruitment agenda. By staying ahead of Al-Shabaab’s narrative and actively discrediting their calculated moves, counterterrorism operators can disrupt the group’s recruitment efforts and diminish its appeal among the local populace.
