  3. December 29, 2023: Al-Shabaab captured Ad-Adey in the Middle Shabelle Region of Somalia, killing 16 Somali soldiers and injuring nine others.
  4. December 29, 2023: Al-Shabaab sabotaged a telecommunication line in Dasheg Area, Wajir County, Kenya, blowing up a mast with IEDs.
  5. December 28, 2023: Al-Shabaab launched four coordinated artilleries, IED, and shooting attacks across Mogadishu, Somalia.
  6. December 28, 2023: Al-Shabaab shelled the Presidential Palace with artillery fire, killing five around Villa Somalia, Mogadishu, Somalia.
  7. December 27, 2023: Al-Shabaab claimed a coordinated attack on a military base operated by the Somali National Army (SNA) in Ad-Addey area of Middle Shabelle region, resulting in 16 soldiers killed, nine wounded, and some taken as POWs.
  8. December 26, 2023: Mujahideen forces claimed strong battles in the camps of the ATMIS forces in Laanta Buro and Burcolow in Lower Shabelle region, southern Somalia.
  9. December 26, 2023: Mujahideen fighters claimed an assault raid against ATMIS troops’ bases on the outskirts of the Janale district, Lower Shabelle, looting military items.
  10. December 25, 2023: Al-Shabaab fighters claimed heavy direct battles with the bases of the Ugandan-ATMIS and SNA troops in Ambareso area under Barawe district of Lower Shabelle.
  11. December 25, 2023: Al-Shabaab claimed a special operation in Godka Kax Shikhaal neighborhood in Kaxda district of Mogadishu, resulting in the assassination-style killing of a Somali government soldier.

  31. December 17, 2023: In Hiraan, Mujahideen forces targeted Somali government troops in Halgan district with an IED, killing one and injuring three.
  32. December 17, 2023: Mujahideen forces targeted a military vehicle belonging to SNA troops in the outskirts of Shabeellow area in Mudug province, resulting in one killed and seven injured.
  33. December 16, 2023: Mujahideen forces claimed a heavy battle against the camp of the ATMIS forces, especially the Ugandans in Qoryoley district of Lower Shabelle, using heavy weapons.
  34. December 16, 2023: Mujahideen forces in Lower Shabelle launched an organized attack on a checkpoint of Riddah Troops in Bulo Marer district, resulting in two SNA soldiers killed and one rifle looted.
  35. December 15, 2023: In Suuq-Boocle area of Dharkeynley District, Mogadishu, Mujahideen forces’ planned operation killed a senior officer of the Somali government named Dahir Muse.
  36. December 14, 2023: Al-Shabaab claimed a well-coordinated ambush attack on SNA troops at a checkpoint in Howdley area of Galgduud province, killing five SNA soldiers.
  37. December 13, 2023: Ethiopian Security Forces foiled an Al-Shabaab attack during a national celebration in Jijiga, Somali Region, Ethiopia.
  38. December 13, 2023: The Mujahideen Bombing Brigade targeted ATMIS troops in Dinsoor district, resulting in two Ethiopian soldiers killed and others injured.

  46. December 8, 2023: Al-Shabaab carried out a large-scale attack on a Kenyan Army Base in Mandera, Kenya.
  47. December 8, 2023: Al-Shabaab assaulted Somali forces, killing one and injuring three in Harardere, Mudug Region, Somalia.
  48. December 8, 2023: Mujahideen forces targeted SNA troops in the front of Hudur district, Bakool province, resulting in losses including death and injuries.
  49. December 7, 2023: Al-Shabaab’s VBIED accidentally exploded in Bakaara Market, Mogadishu, killing two militants and injuring five civilians.
  50. December 7, 2023: Al-Shabaab assaulted Ugandan troops stationing at Barawe Airport, Lower Shabelle Region, Somalia.
  51. December 5, 2023: Al-Shabaab ambushed and seized a Kenyan military base and destroyed Safaricom Headquarters in Kotayo, Mandera, Kenya.
  52. December 5, 2023: Al-Shabaab ambushed four Ugandan and Ethiopian military bases in Dinsoor and Qoryoley, Bofu, and 60 Kms Districts, Bay & Lower Shabelle, Somalia.
  53. December 4, 2023: Al-Shabaab detonated an IED, assassinating a senior police officer in Mogadishu, Somalia.
  54. December 4, 2023: Al-Shabaab claimed responsibility for killing 32 army recruits in a suicide IED attack on the Turkish Military Camp in Mogadishu, Somalia.
  55. December 4, 2023: Suspected Al-Shabaab was behind the detonation of three IEDs targeting three commercial centers in Mogadishu, Somalia.
  56. December 3, 2023: Mujahideen forces waged direct battles against the camps of the ATMIS Ugandan troops in Qoryoley district and Buufow and No. 60 areas of Lower Shabelle, using different types of weapons.
  57. December 2, 2023: Mujahideen forces launched a heavy attack on a military camp of the Burundian ATMIS troops in Ilbaq, an area between Qalimow and Balcad district of Middle Shabelle.

 Assessment/Observations & Insights

The recorded terrorist events in Kenya and Somalia reveal discernible patterns in the tactics, target regions, attack types, and weaponry employed by the extremist group Al-Shabaab. Firstly, there is a notable concentration of attacks in border regions, particularly in Kenya’s NEP counties especially Mandera, Wajir and Garissa and Somalia’s Lower Shabelle and Middle Shabelle, Lower Juba, Hiran, Gedo, Galgaduud regions. These areas appear to be strategic targets for Al-Shabaab, potentially due to their proximity to key military bases, government installations, and the porous nature of the borders, allowing for ease of movement.

The predominant attack type utilized by Al-Shabaab includes large-scale assaults on military bases, ambushes on security forces, and coordinated bombings. The group often launches well-coordinated attacks on military installations, as seen in the assault on a Quick Response Unit Base in Lafey, Mandera County, Kenya, and the coordinated attacks on ATMIS forces in various districts of Somalia regions/provinces. Additionally, the use of improvised explosive devices (IEDs) in the form of vehicle-borne IEDs (VBIEDs) and roadside bombings is a common tactic, exemplified by incidents such as the bombing in Bakaara Market, Mogadishu, and the sabotage of telecommunication lines in Dasheg Area, Kenya.

Al-Shabaab exhibits a preference for specific weapons, including heavy artillery, RPGs, and various explosive devices. The group’s ability to deploy heavy weaponry, such as artillery fire on the Presidential Palace in Mogadishu and the targeted shelling of military bases, underscores its access to a diverse arsenal. Conclusion

Counterterrorism operators at Strategic Intelligence (S.I) have warned of Al-Shabaab as a fully morphed outfit whose intent to conduct multiple attacks in both Kenya and Somalia on short-term remains the terror group’s most yearning goal.

Several regions have witnessed repeat terrorist attacks, indicating heightened vulnerability and strategic importance to groups like Al-Shabaab. Notably, Mandera County in Kenya has experienced multiple assaults, including militant’s exaggerated sporadic attacks on military bases and ambushes. Counterterrorism efforts in Mandera should prioritize intelligence gathering, enhanced border security, and rapid response capabilities. Utilizing technology such as surveillance drones, improving collaboration between security forces, and engaging local communities in intelligence-sharing initiatives could bolster counterterrorism assets in this region.

Similarly, Lower Shabelle and Middle Shabelle regions in Somalia have been frequent targets of Al-Shabaab attacks. The recurring assaults on military bases, coordinated bombings, and ambushes suggest a sustained threat. Counterterrorism efforts in these regions should focus on disrupting the group’s supply chains, intensifying intelligence operations, and reinforcing the capabilities of local security forces. Strengthening community engagement programs to build trust and encourage information-sharing is crucial for identifying and neutralizing potential threats.

In the coming months of 2024, it is imperative for counterterrorism assets to adapt to evolving tactics by investing in advanced training for security personnel and leveraging technology for enhanced surveillance and early warning systems. Additionally, regional cooperation and intelligence-sharing among neighboring countries should be prioritized to create a unified front against transnational terrorist networks. Establishing community resilience programs, including education and economic opportunities, can also contribute to countering extremist ideologies and reducing the recruitment pool for terrorist groups. Ultimately, a multifaceted and collaborative approach is essential to address the complex challenges posed by repeat terrorist attacks in these vulnerable regions.
