The Islamic State Central Africa Province (ISCAP) has claimed two attacks in Kampala Uganda making the third attack by the group in the neighboring country this month. The terror organization claimed that the two attacks one at a Pork restaurant and on a bus were conducted against the members and spies of the Crusader Ugandan government.
- On October 23rd, three men entered a restaurant in the Komanboga neighborhood, Kawempe Division, Kampala, and placed an explosive device packaged in a polythene bag under a table that detonated after the assailants left. The bomb was packed with nails and shrapnel and left a waitress dead and three others injured.
- On 25th October, a suicide bomber set off a bomb on a bus in Lungala, about 30 km west of Kampala on the road to DR Congo killing himself and injuring several other people. The bomber is on Uganda’s wanted list for belonging to ADF which is the group currently identified as ISCAP.
Intelligence indicates that bombs that were used in all the attacks appear to be created by the same person as they use similar material. Additionally, the October 23 blast at the pork eateries is near the more popular Digida hangout frequented by soldiers, police, and covert operatives, among others.
The attacks are believed to be a retaliation for the recent round-up by the Ugandan police of people believed to have links with ISCAP. Uganda has also openly offered to help DRC fight the group and has maintained that all that is required is greenlight from Kinshasa to deploy to Beni.
Therefore, the attacks on the café and bus may not be the last of their kind and the CT actors in both Uganda and DRC ought to be on the lookout as it is evident that the ISCAP cells in Uganda are more covert and operational in the capital unlike previously along the border town and forest.
