The National Intelligence Service Kenya NIS is an organ of the state that is run by human beings not aliens and super-mans.
When politicians and citizens blame the NIS they are actually blaming themselves fir being ignorant and hideous.
Criminals who are our relatives, friends and even children continue to commit crime and associate with criminals under our watch and we we stay mum to.protect them.
When they rape our country we start blaming police service and the NIS for failing to detect and preempt crime.
