Rwanda is accused of shielding Congo rebels, dozens of warlords involved in a war that has left many d homeless, dead, and scarred by war.
M23 Rebels who nearly overthrew the government and forced over 800,000 people out of their homes displacing them have pitched camp in Ngoma, far from the border with DR Congo.
Hundreds of ex combatants now live in tented camps, which intelligence reports confirm are neat/clean, and comfortable.
All the M23 Rebel leadership that escaped DR Congo has found safe haven in Rwanda.
The camps give shelter to the former rebels who are hoping to become Rwandan citizens.
About 100 have fled after getting fed up living in the camp.
