The Deputy Force Commander at the African Union Mission in Somalia (AMISOM in charge of Operations and Plans), Maj. Gen. Nakibus Lakara visited Djibouti and Ethiopian Forward Operating Bases (FOBs) in Mogadishu on inspection tour on army recruits executing duties under the Concept of Operations (CONOPs).
On Sunday 15th September 2019, Maj. Gen. Lakara visited AMISOM troops assigned to man Sector 4 where he was briefed on overall security situation and progress in implementing the CONOPs. The sector is controlled by Djibouti troops, backed by Ethiopian forces.
The UN has CONOPs outlines the activities that are supposed to be implemented under the Somali Transition Plan up to 2021, when the peacekeeping mission is expected to exit and subsequently hand over full responsibility handed the country’s Security Forces.
During the meeting Maj. Gen. Lakara reminded the military commanders, led by the Sector 4 Commander, Col. Mohamed Ibrahim Moussa; his Deputy, Col. Teklebirhan Hailu (Ethiopia) and the Djibouti Contingent Commander, Col. Hared Ahmed the importance of adhering to the timelines for accomplishing tasks assigned to their Sector 4 troops.
Gen. Lakara along accompanied by the Chief Operations Officer, Col. John Patrick Otongo; Maj. Agbidinoukoun Enagnon, the Plans Officer and Maj. Solomon Nchoko who highlighted that while the Somali National Army (SNA) is building up its forces, AMISOM Should forge Ahead with discharging its mandate.
Maj. Gen. Lakara also briefed on measures being undertaken to counter the Threat of Improvised explosive devices (IEDs), the terrorist’s preferred weapons of choice.
