The victim has a criminal record and his alleged mental instability was a cover story to gain access to the Navy base or conduct reconnaissance for the extremist group his was radicalized into.
Isolated cases of radicalized youths used as decoys or ‘information collectors’ for extremist groups have been reported at the coast. The intelligence service and Navy intelligence have launched a thorough investigation into Mwembe and any of his known acquaintances.
