South Sudan President Salva Kiir on January 8th named 50 lawmakers from the rebel movement through a decree broadcast in the state owned radio station.
The announcement is in line with the peace agreement that dictates the parliament and ministerial sharing between the government and rebel movement in the interim government.
Analysis:
South Sudan President Salva Kiir through a radio statement decree appointed into parliament 50 lawmakers as submitted by the rebel movement in line with the peace deal signed in August 2015 to ent the bloody conflict.
Kiir also announced a framework through which the two sides would share the ministerial posts. The government is slated to be given 16 ministerial posts among them defense, national security, finance and justice while the rebels get 10 among them oil and humanitarian affairs.
Some of the beneficiaries of the peace deal and ministerial allocation are the ‘former detainees’- a group of influential politicians jailed and released at the onset of the conflict getting the foreign affairs and transport ministry.
The exercise to establish the interim government and implement the pacts of the peace deal is being overseen by an IGAD set up Joint Monitoring and Evaluation Commission (JMEC) headed by former Botswana President Festus Mogae.
Conclusion:
The peace deal is making gradual progress with Kiir establishing 28 regions that will form the pillars for power sharing as Riek Machar the president is yet to take up his posing as Vice President in the Capital Juba.
Despite the deal in place, lawless militia have been reported to be still fighting against each other with their agenda being local-power accumulation at the grassroots and revenge for the bloodshed inflicted by either sides during the conflict era.
