Kenya’s Counter Terrorism Strategy

On 3:53 AM – 5 Jun 2015, the Government of the Republic of Kenya’s Interior Ministry released a statement citing poaching, terrorism, and land militancy as factors escalating poaching in the country.

The Government of the Republic of Kenya intelligence service findings reports that the ivory haul intercepted in Thailand was facilitated by elements with connections inside Mombasa Republican Council (MRC) and Somali based Islamists group Harakat al-Shabaab al-Mujahideen fundraisers brass.

The Interior Ministry reports that MRC and Al Shabaab are actively involved in poaching as a mean to raise funds to finance their activities in Kenya and the East African region.

Analysis

Poaching in Kenya has escalated in the past 7 years. Al Shabaab terrorists activities in Kenya has also increased in a similar year period.

MRC Members have been training alongside Al Shabaab militants in the coastal areas of Kenya; Kwale, Mombasa, and Kilifi.

These three counties are where all 2 groups, Al Shabaab and MRC, have used to radicalize and recruits youths.

All 3 counties are where poaching has been rampant since all 3 share the Tsavo National park (Tsavo West & East).

The areas also touch the Indian Ocean hence provide an ideal contraband ocean routes.

Forecast

The Government of Kenya see’s poaching as a threat to its national security. Raft measures to combat and stymie poaching are in place.

Operations to preempt the threat posed by poachers, terrorism, and land militancy will have medium security risks towards the election period in 2017 when Kenya goes for general elections.

MRC has limited capability to conduct successful militant attack in the Coastal area, however, the possibility of a large-scale attack in the coast targeting police or government facilities is high since more than a dozen adherents of the land militancy group have gained military-grade training from Somali Islamist group Harakat al-Shabaab al-Mujahideen.
