Monthly Counter-Terrorism Intelligence Brief for East Africa (Kenya & Somalia) Shabaab Al-Mujahideen in Period of January 1st – January 31st, 2024: Tracking and Monitoring Al-Shabaab’s Activity in East Africa

Executive Summary

Al-Shabaab, also known as Harakat Shabaab Al Mujahideen, is an Islamist extremist group with affiliations to Al-Qaeda operating in East Africa. The recorded terror events notably in Kenya and Somalia, primarily orchestrated by Al-Shabaab, underscore the critical need for a comprehensive and strategic military-grade counterterrorism approach. The persistent and evolving threat from this extremist group demands a multifaceted strategy that combines intelligence, technology, military operations, and community engagement.

The surge in terrorist activities by Al-Shabaab in the Horn of Africa during January 2024 underscores the critical need for heightened counterterrorism efforts. The consistent and multifaceted attacks on military bases, civilian targets, and international forces indicate a resilient and adaptive adversary. Al-Shabaab’s tactics range from suicide bombings and mortar attacks to ambushes and assaults on military convoys, showcasing a sophisticated and well-coordinated modus operandi.

Geographically, certain regions have experienced a concentration of attacks, warranting focused counterterrorism strategies. Areas such as Juba, Middle Shabelle, Hiran, Mudug, Lower Shabelle, Mogadishu, and Bay Region have witnessed repeated assaults, necessitating a strategic reallocation of counterterrorism assets. The attacks on military checkpoints, bases, and government officials in these regions indicate a pressing need for improved intelligence gathering, surveillance, and rapid response capabilities.

The escalation of terrorist activities in Kenya, as exemplified by the numerous attacks orchestrated by Al-Shabaab in January 2024, underscores the urgent need for a robust and comprehensive counterterrorism approach. The relentless assaults on military bases, civilian targets, and security forces in regions such as Mandera, Garissa, and Wajir demand heightened vigilance and strategic responses. The frequent use of improvised explosive devices (IEDs) in diverse settings, including ambushes on military convoys and urban areas, highlights the sophistication and adaptability of the terrorist group.

To effectively combat this evolving threat, Kenya must prioritize the enhancement of intelligence capabilities, strengthen border security, and foster greater collaboration among international partners. A robust counterterrorism approach should encompass not only proactive measures to prevent attacks but also comprehensive strategies to address the root causes of extremism, ensuring the safety and resilience of the affected communities and reinforcing the broader regional security framework.

The use of improvised explosive devices (IEDs) by Al-Shabaab in various forms remains a hallmark of Al-Shabaab’s operations, demonstrating their ability to exploit vulnerabilities and inflict substantial casualties. Military forces should prioritize enhanced counter-IED measures, including improved detection technologies, intelligence sharing, and training programs to mitigate the impact of these deadly weapons.

The international community, particularly countries contributing troops to the African Union Mission in Somalia (AMISOM), should collaborate more closely to counter the cross-border activities of Al-Shabaab. Strengthening regional partnerships, intelligence-sharing mechanisms, and coordinated military responses will be crucial in disrupting the terrorist network and preventing the movement of fighters and weapons across borders.

Thus, a comprehensive and adaptive counterterrorism strategy by mandated actors is imperative to confront the evolving threat posed by Al-Shabaab in the Horn of Africa. This strategy should encompass targeted intelligence operations, enhanced regional cooperation, investment in counter-IED capabilities, and a robust international response to ensure the collective security and stability of the affected regions.

Assessment/Observations & Insights

Credit is due to Kenya for its robust counterterrorism (CT) operations along the porous border prefectures, as demonstrated by the recent interception and arrest of Al-Shabaab operatives placing improvised explosive devices (IEDs) on the Alango-Saretho Road in Garissa County. The successful preemptive action by Kenyan authorities highlights their proactive stance in countering terrorist threats and safeguarding vulnerable areas.

The concentration of terrorist activities in border counties such as Mandera, Wajir, and Garissa underscores the persistent threat posed by Al-Shabaab in these regions. Despite ongoing CT efforts, the group remains active, as evidenced by the violence reported during the period. The targeted attacks resulting in civilian casualties, including the ambush on public transport and the IED incident in Dadaab sub-county, emphasize the need for continuous vigilance and proactive measures to counter the evolving tactics employed by the terrorist group.

Kenya’s multi-agency security team, likely comprising Kenya Defense Forces (KDF) and National Police Service forces, deserves commendation for the successful operation against an Al-Shabaab explosive team in Dadaab. The arrest of a bombmaker and the efforts to mitigate potential threats demonstrate the effectiveness of coordinated security responses. However, the escape of other group members with injuries underscores the challenges posed by the resilient and adaptive nature of terrorist networks.

In light of the recent incidents, it is imperative for Kenya to sustain and enhance its counterterrorism efforts, particularly in border regions, through continuous intelligence sharing, capacity building, and community engagement. The proactive approach demonstrated in thwarting potential attacks serves as a testament to Kenya’s commitment to ensuring the safety and security of its citizens.

The continued use of propaganda by Al-Shabaab, exemplified by the mobilization of the Somali population against Ethiopia, underscores the group’s strategic efforts to shape public opinion and recruit supporters. By releasing videos depicting mass rallies in the Bay and Bakool regions of Somalia, Al-Shabaab aims to galvanize anti-Ethiopian sentiment, exploiting historical grievances and framing their insurgency as a resistance against perceived external oppression. The group’s propaganda machine extends further with the release of a documentary titled ‘The Ethiopian Colonization and Social Awakening: The Solution is Jihad,’ strategically designed to influence young Somalis. Through this medium, Al-Shabaab seeks to capitalize on socio-political grievances, presenting Jihad as the purported solution and enticing vulnerable individuals to join their cause. In this context, the propaganda serves a dual purpose of rallying local support against perceived external threats while actively recruiting new members by framing the conflict within a broader ideological narrative.

Conclusion

Counterterrorism analysts at Strategic Intelligence (S.I) have issued a warning regarding Al-Shabaab, characterizing the group as a fully developed entity with a primary goal of executing multiple attacks in both Kenya and Somalia in the short term. The recurrence of terrorist incidents in several regions signals increased vulnerability and strategic significance to groups like Al-Shabaab. Mandera County in Kenya, in particular, has witnessed numerous assaults, encompassing sporadic attacks on military bases and ambushes. Counterterrorism strategies in Mandera should prioritize intelligence gathering, reinforce border security, and enhance rapid response capabilities. Incorporating technology such as surveillance drones, fostering collaboration among security forces, and involving local communities in intelligence-sharing initiatives can enhance counterterrorism assets in this region.

Likewise, the Lower Shabelle and Middle Shabelle regions , Mogadishu , Banadir and Hiran regions in Somalia have been frequent targets of Al-Shabaab attacks. The sustained threat is evident through repeated assaults on military bases, coordinated bombings, and ambushes. Counterterrorism efforts in these areas should concentrate on disrupting the group’s supply chains, intensifying intelligence operations, and bolstering the capabilities of local security forces. Building trust and encouraging information-sharing within communities are vital components of countering potential threats.

In the approaching months of 2024, adapting to evolving tactics is imperative for counterterrorism assets. This involves investing in advanced training for security personnel and utilizing technology for enhanced surveillance and early warning systems. Prioritizing regional cooperation and intelligence-sharing among neighboring countries is crucial to create a unified front against transnational terrorist networks. Establishing community resilience programs, including educational and economic opportunities, contributes to countering extremist ideologies and reducing the recruitment pool for terrorist groups. Ultimately, a multifaceted and collaborative approach is essential to address the complex challenges posed by repeated terrorist attacks in these vulnerable regions.
