The Wikileaks Kenya cables have forced President Kibaki and the intelligence services to rethink strategy quickly.
NSIS has confirmed ploys to destabilize the government in the coming year through youth funded projects and political violence.
The Intelligence services confirmed the possibility of political violence in 2012 elections and an ethnic backlash if key political wheeler-dealers including William Ruto and Uhuru Kenyatta are sent to the Hague.
According to the NSIS, there will be turmoil if these two ethnic chieftains are not available in the coming elections.
Secondly, they command strong following from their communities besides being extremely politically influential across the political leadership of the country.
William Samoei Ruto is a serious political block in Rift Valley, the most sensitive area, yet very important in Kenya. The province also determines the outcome of any presidential election.
A local tribunal to try the post election violence suspects came after an urgent cabinet meeting announced by President Kibaki on Monday, 13th December 2010.
President Kibaki called the meeting and forced the cabinet to consider facilitating the formation of a local tribunal and instructed the Justice and constitutional affairs minister Mutula Kilonzo to benchmark and rollout the process.

In response to the flawed investigations and a US backed ICC process that aims at ending the Kenyan political regime by removal of the two remaining political kingpins Ruto and Kenyatta, setting up alocal tribunal will shut the ICC prosecutor out of Kenya.
Several MP’s will also move a motion on Parliament on Tuesday 14th December 2010 to force the parliament to remove its signature in the ICC Rome Statutes.
This will stop the ICC prosecutor from pursuering the 2007-2008 post-election violence perpetrators.
The US, ICC, and European players and its preferred candidate or political leaning will suffer humiliation after this operation has been thwarted.
